Inn business permit and guest register (Inns and Hotels Act)

Anyone who intends to run an inn or hotel business must obtain a permit from the prefectural governor (or the mayor of a city with a health centre or a special ward). The operator must keep a guest register at the facility or another place set by ministerial ordinance, recording each guest's name, address, contact details and the other items the ordinance sets, and submit it when the governor requests; guests must give these details when the operator asks.

Consumption tax

Consumption tax (including local consumption tax) has a standard rate of 10% since 1 October 2019 and a reduced rate of 8% for food and beverages (excluding alcohol and eating out) and newspapers issued at least twice a week under subscription. The Government has proposed a temporary two-year cut of the rate on food from 1 April 2027 to 31 March 2029 (Cabinet outline of 15 September 2026); it applies only if the Diet passes the bill.
